Austin, Texas has been the target of parcel bombs in recent weeks. Dating from around 2nd of March, there have been four separate parcel bomb explosions killing two, leaving six injured - all African-Americans (previous post here).
Another explosion believed to be from a parcel bomb at a charity shop on Tuesday evening left a man with non life-threatening injuries.
The Austin Police Department in a tweet confirmed that the explosion was not a bomb, but rather an "incendiary device".
The APD further added:
On the actual bombings, the police believe there is a serial bomber on the lose and are treating the case as a possible hate crime.
Earlier on Tuesday, authorities confirmed a bomb that injured two on Sunday appears to be linked to three earlier explosions.
Homeland Security, the FBI, ATF (Bureau of Alcohol, Tobacco, Firearms and Explosives) and local police departments are probing the bombing spree.

"There was no package explosion in the 9800 block of Brodie Ln. Items inside package was not a bomb, rather an incendiary device."
"At this time, we have no reason to believe this incident is related to previous package bombs."

"This person is taunting law enforcement that he’s one step ahead," admitted Brian Manley, Austin’s stand-in police chief.
