NIGERIA: Nigeria struggles as Buhari wrangles with budget, naira


Nigerian President Muhammadu Buhari finally swore in his cabinet in November, nearly six months after taking office, he hoped to shake off his nickname “Baba Go Slow”. But troubling errors in the budget of Africa’s largest economy and the continuing free fall of the naira on the black market have both Nigerians and investors worried that Buhari still isn’t moving fast enough to address a deepening economic crisis.
Since its peak in 2014, the global price of oil — which accounted for two-thirds of the Nigerian government’s revenue — has plunged by 70 percent, decimating economic growth and the naira. In response, Buhari announced a record 6 trillion-naira ($30-billion, 27 billion-euro) budget promising to triple investment to stimulate growth. Yet his budget proposal was pockmarked with mistakes, repetitions and, given the circumstances, extravagant demands. The errors include the same purchases for vehicles, computers and furniture that are duplicated 24 times, totalling 46.5 billion naira. This opens the door for graft, according to Oluseun Onigbinde, co-founder of BudgIT, a Nigerian transparency group. “It clearly showed there was foul play,” said Onigbinde said. “Nigerians are in a crisis period with the price of oil dipping below 30 dollars, so there should be a budget in line with the mood of the time,” he added. Buhari on Monday sacked the director-general of the budget office and appointed former banker Tijjani Abdullahi to take the helm. Now there are serious revisions to be made before Buhari can sign off on the budget and inject Nigeria’s sputtering economy with much-needed cash. It’s a process likely to take months. “We need more speed on this thing,” Onigbinde said, “he (Buhari) should have moved faster when he got into power.” – Policy paralysis – The budget confusion is yet another deterrent for investors already reluctant to invest in the country as a result of Buhari’s monetary policies, which have caused a severe dollar shortage and the naira to hit unprecedented lows of 340 against the dollar on the black market. Nigeria has frozen the naira at 197-199 to the dollar for almost a year in a bid to protect the poor, while the government has banned a wide range of imports — including toothpicks and shovels — to conserve foreign exchange reserves. The policy has been criticised by international investors, who say pegging the currency and restricting imports is futile and only serves to suffocate growth. Recent pressure from the International Monetary Fund to devalue the currency appears to have been rebuffed by Buhari, who declared last month “I won’t kill the naira” and promised the country’s economy will “stabilise soon”. “Investors aren’t confident because there isn’t a clear path forward,” Rand Merchant Bank Africa analyst Nema Ramkhelawan-Bhana told AFP. “As long as those budget delays are happening it means that the central bank is going to have to do the heavy lifting for the economy,” she said, speaking from Johannesburg. “The worst case scenario is policy paralysis, particularly what we’ve been seeing with the central bank and foreign exchange policy.” – Stoking inflation – Instead of protecting the poor, the policy vacuum is stoking inflation on the streets of Lagos, Nigeria’s commercial hub, where people bemoan the price of previously affordable staples. “A plate of rice that was sold for 200 naira in December is now 350 naira. Customers are complaining because they don’t get the same ration like before,” street food vendor Mary Idowu told AFP. A 50 kilogram (110 pound) bag of rice that used to cost 9,000 naira now costs 13,000, while a bag of beans has gone up from 12,000 naira to 15,000, she said. “Whenever I try to explain why prices are high, they flare up,” Idowu said about her customers. Rising food costs pushed the inflation rate to 9.6 in January — above the bank’s target range — with no sign the pressure will ease anytime soon. “Prices are rising, despite attempts to keep the official Nigerian naira exchange rate unchanged,” said Standard Chartered Bank economist Razia Khan. “It is unfortunate that our policy makers are very slow at responding to critical issues,” said Lagos Business School political economy professor Pat Utomi. “The government should realise it cannot continue to defend the naira because it does not have enough reserves to do so,” he said. “Ultimately, the naira will find its true value whether we devalue or not.”

FOOTBALL: Arsenal And Liverpool Targeting Bundesliga Ace

A host of Premier League clubs are preparing to battle it out in order to sign Borussia Dortmund midfielder Ilkay Gundogan this summer.


The 25-year-old has been heavily linked with a move to the England throughout the season, and now it appears as though ArsenalLiverpool and Manchester City are keeping an eye on Gundogan’s contract situation.

 With his current deal set to expire in the summer of 2017, talkSPORT have reported that Bild have claimed that the Germany international will not be signing a new deal with Dortmund, informing his employers that he intends to leave once his contract expires.
The article claims that Gundogan’s decision will likely spark a bidding war for his signing now, and Dortmund will be reluctant to let him leave on a free transfer.
 Cashing in at the end of the season could be their best option, with Juventusalso thought to be potential suitors.
 Should the Bundesliga outfit opt to sell, it has yet to be revealed how much they will demand for one of their prize assets.

MANNY PACQUIAO'S MANAGER APPLAUDS NIKE 'Gay Remarks Are Offensive'


Manny Pacquiao's longtime manager Bob Arum says he AGREES with Nike's decision to fire the boxer -- condemning his anti-gay comments as offensive and completely out of touch. 
Arum joined the guys on the "TMZ Sports" show (airs Wednesday at 9 PM PT, 12 ET on FS1) -- and took a stand AGAINST his own client saying, "Manny's remarks were offensive to many people ... Nike acted appropriately."

You gotta watch the entire interview on the show tonight on FS1 -- we asked Arum if he believes Manny is a homophobe and whether or not he'll drop Manny as a client.

Angelina Jolie Never Thought She'd Be A Mother

Angelina Jolie is nearly as famous for her acting as she is her brood. Jolie and her husband, Brad Pitt (as if you forgot), have six children -- Maddox, Pax, Zahara, Shiloh, Vivienne and Knox. 
And even though we couldn't imagine her without her gorgeous kids, Jolie told the Associated Press that she never had intentions of becoming a mother. 

"It's strange, I never wanted to have a baby. I never wanted to be pregnant. I never babysat. I never thought of myself as a mother," said Jolie. The Hollywood star has made similar claims before, telling Elle magazine nearly the same thing two years ago. 
"I never thought I’d have children," Jolie confessed in June 2014. "I never thought I'd be in love, I never thought I’d meet the right person. Having come from a broken home -- you kind of accept that certain things feel like a fairy tale, and you just don’t look for them."

The "Kung Fu Panda 3" actress is currently in Cambodia for her film, "First They Killed My Father." The Netflix film is based on a memoir about the 1970s Cambodian genocide by human rights activist Loung Ung. Jolie has an incredible connection to the country, as it's where she adopted her first child, Maddox, in 2002.  
"When I first came to Cambodia, it changed me," Jolie told the AP. "It changed my perspective. I realized there was so much about history that I had not been taught in school, and so much about life that I needed to understand, and I was very humbled by it."

Maddox is currently helping his mom on the film in Cambodia, but in a recent interview, Jolie swore she didn't want her kids to become celebrities.  
"We've always said if they're going to be actors I hope they do something [else first] and then be actors," Jolie told the "Today" show a few weeks ago. Let's be honest, in about 20 years -- these kids are going to rule Hollywood.

Kanye West's 'Meltdown' Before 'SNL' Was Caught On Tape

It turns out reports that Kanye West had a "meltdown" backstage at "Saturday Night Live" this past weekend were not greatly exaggerated. 
Page Six reported on Monday that moments before he was scheduled to perform live, West threatened to walk. Producer Lorne Michaels had to try to reason with the performer to stay.

On Wednesday, the website backed up their claims with an audio recording of West yelling that the show's staffers moved his stage without asking him.
"I'm bummed. That and Taylor Swift, fake ass," West can be heard saying, likely referring to the fact Swift's publicist denied his claims Swift approved his lyric, "I feel like me and Taylor might still have sex / I made that bitch famous."
He continued, "Now I ain't gonna do this, we're breaking the motherfucking Internet. I went through six years of this fucking shit. Let's get to it, bro."
The 38-year-old is then heard saying that he's 50 percent more influential than Stanley Kubrick, Picasso, Apostle Paul, "fucking Picasso and Escobar."
"By 50 percent more influential than any other human being. Don’t fuck with me. Don’t fuck with me. Don’t fuck with me. By 50 percent dead or alive, by 50 percent for the next 1,000 years. Stanley Kubrick, ‘Ye," West continued to rant. 
Despite his threats, West ended up performing on the show and even stuck around to have a rap battle with Kyle Mooney in one of the night's best skits. Since this weekend, West has spent the majority of his time tweeting about anything and everything. Something tells us he'll have something to say about this too.

TECHNOLOGY: Apple Reveals Hill

Apple released details about its newest product today in Vogue, almost a month before the Apple event rumored for March 15. Although this reveal was a departure from the company’s standard keynote unveils, the choice to announce the new product in the pages of Vogue certainly fits with its growing shift towards high fashion.

Tim Cook introduced Hill while standing on Apple’s under-construction campus, where the gigantic earth-toned pyramid is already upstaging the incomplete $5 billion Norman Foster-designed building. “Hard to know which is more beautiful, the building or that pile of dirt,” Cook said about Hill.
So far Vogue writer Rob Haskell seems to be the only journalist to get a hands-on review of Hill. He describes it as “Giza brought to Cupertino,” with smooth, stepped surfaces. Those who have become disillusioned with Apple’s lack of meaningful innovation recently will definitely be pleased with this breathtaking new design direction.
“Both the hand and the machine can produce things with exquisite care or with no care at all,” Apple design chief Jony Ive told Vogue. “But it’s important to remember that what was seen at one time as the most sophisticated technology eventually becomes tradition. There was a time when even the metal needle would have been seen as shocking and profoundly new.”

El Chapo Guzmán Granted Actress "Special Powers" To Film The Kingpin's Biopic

Joaquín “El Chapo” Guzmán extended Mexican-born actress Kate del Castillo “special powers” to become his “legal representative” in connection with a film about his life and receive the payments that would derive from the movie project, according to a document obtained by U.S. Spanish-language broadcaster Univision.

The four-page proxy letter establishes that del Castillo is authorized to “open and close negotiations, set conditions and amounts of compensations for the production” of movies and documentaries about the life of the kingpin. While saying del Castillo has “exclusive” representation, the document also authorizes California-based film producers Fernando Javier Sulichin and José Ibáñez Martín Pira to represent Guzmán.

In addition, all three are granted rights to conduct discussions and negotiate on El Chapo’s behalf in Mexico or abroad. Siluchin and Ibáñez have worked for film director Oliver Stone.
Attorneys for El Chapo and del Castillo have not disputed the authenticity of the document.
The document was signed by Guzmán in the presence of a Mexican public notary on Jan 9, 2015, presumably while he was still in prison. Guzmán escaped from a maximum security prison outside Mexico City in July 2015. He was recaptured in January of this year in the Mexican coastal state of Sinaloa.
A stunning collection of flirtatious text messages between Guzmán and del Castillo–leaked by the Mexican government to Mexican papers—confirmed their mutual interest in the movie project. According to the text messages, El Chapo told del Castillo that he was dying to meet her in person. “Me too, indeed, and be able to tell you about our project,” she replied.

'It's Obi Mikel's world, we're just living in it' - Twitter reacts to Chelsea midfielder's crazy first half


John Obi Mikel enjoyed a first half to forget and then remember again in Chelsea's Champions League last-16 tie with Paris Saint-Germain.
In a tumultuous seven minutes of the match at Parc des Princes, the Nigeria international was booked for a foul outside the box and then deflected the resulting free kick past Thibaut Courtois for PSG's opening goal.
However, on the stroke of half-time, the 28-year-old went from villain to hero when a corner dropped well for him and he was able to poke past Kevin Trapp to secure the equaliser for Guus Hiddink's men.
Social media went into meltdown in praise of the midfielder and not for the first time this season -'Mikel Mania' swept the internet just a few months ago during his dominant display against Crystal Palace.

Barcelona penalty move meant for me, claims Neymar

The innovative penalty tactic employed by Lionel Messi and Luis Suarez in Barcelona's 6-1 win over Celta Vigo was meant to involve Neymar, according to the Brazilian.
Messi stunned the Camp Nou when he passed his penalty into Suarez's path for the Uruguayan to complete a hat-trick in the Liga rout on Sunday.

The Argentina star could have converted himself to net a 300th league goal, but drew plenty of plaudits for his inspired display, which saw him open the scoring with a wonderful free-kick.
And Neymar opened up on Barca's preparation for the set-piece, revealing that Suarez was not the one who was supposed to score. 
"We trained on this penalty routine, but for me. However, Suarez was near the ball and scored." he told reporters.
"We are really happy to be unbeaten in 30 matches. We are playing in our way and we want to keep this streak going."
Neymar completed the scoring as Barca regained a three-point lead at the top of the table with a game in hand on title rivals Atletico Madrid and Real Madrid.
