"This ordinance will not solve all the problems but gives the police tools to work with. I hope that it helps to improve the city so we have a better coexistence in the main leisure areas" said Palma's councilor for security, Angelica Pastor.
The new rules, were first introduced in Magaluf in 2017, the island's rowdy main resort, following  incessant complaints from locals about the behavior of the tourists. In a swift attempt to enforce the new measures, police are allowed to issue on-the-spot fines of up €3,000 ($3,500) to anyone caught breaking any of these rules.

No more jumping from hotel balconies into swimming pools and the sale of laughing gas.

The new law also target "hate crimes" by locals who take matters into their own hands to deal with unruly tourists.

Commenting about the new rules, Antoni Noguera, Palma's mayor said:
"We will attack the tourism of excesses head-on. We will have the tools to avoid giving the wrong image of our city. It will help us improve Palma.We must all be part of the solution."
